Around 44 crores  workers in the country are in occupation   such as domestic workers, daily wage workers, construction workers, brick making workers, manual scavenging workers, home based  workers ,entertainment industry workers, street vendors, auto rickshaw workers, auto goods carrier workers, service industry workers particularly food & hospitality sector, restaurant workers. gig economy workers like delivery boys, Ola & Uber drivers, waste picker workers, home based workers etc.

Most do not have access to pension, sick leave, paid leave or any kind of insurance. Many do not have bank accounts, rely on cash to meet their daily needs.

Lots are migrant workers, which means that they are technically residents of a different state to the one where they live. Then there is the problem of the floating population; people who do not live in any state for a long period as they move around to find work.

Millions earn money as street entrepreneurs, people who own small businesses and employ people like themselves

As such Labour law is a legal right of every citizen of India and should therefore not be a mere economic right

Taking this reform agenda as a priority, the NDA III has passed the Code on Wages 2019, just within 100 days of its being in government. The policy and practice surrounding minimum wage should be such that it protects and safeguards the constitutional rights of every citizen of India to live a decent and dignified life.
